The NCPHP and NCBOP need to be held accountable as well. It seems we as the medical community need to combat it aggressively, but how? When the state did nothing about lack of due process with the NCPHP audit, who can we turn to?

We need to make our case heard with legislators, the public, and federal agencies. There are likely several laws which may be being violated by these entities, amongst them HIPAA, 42 CFR Part 2, ADA and others. If state gov't allows this to happen, then they're complicit and that's where a federal agency has to be imposed to investigate.

Louisiana has been like this in the past, not against the legislature iirc, but against legal discovery. A physician being “investigated “ by the LSBME who wants his file for review is denied because the file “belongs to the Board, not the physician” and revealing it would have a chilling effect on the Board members and the carrying out of their duties. Or so the argument goes. Often, IMHO, they NEED to chill a bit. What is it they say about absolute power?

that's exactly why the NC Auditor is being so insistent. This is an agency that's become a gestapo. And it appears their central office FSMB is the coordinator.
